Mr. Chulaphan Amornvivat, Deputy Minister of Finance, spoke about the progress of the law on entertainment complexes, saying that currently, the Ministry of Finance is taking the law drafted by the House of Representatives to look at the details and adjust it to fit with the procedures for drafting laws so that it can be enforced in practice, since many parts still conflict with the Fiscal Discipline Act or other issues.
Mr. Chulaphan confirmed that he is ready to move forward because he has already passed the referendum, which many people agree with. There may be only 1-2 more meetings in the civil service process to follow the observations and forward them according to the process. It is expected that the earliest will be early
2025, and then it will be the process of considering the law by the parliament. No matter what anyone thinks, we will listen and it is the authority of the senators to consider the law, what are its advantages and disadvantages, what are its intended impacts on the people, and whether the details are appropriate or not. He emphasized that we must trust the parliamentary system.
Mr. Chulaphan mentioned the government’s ideology that it wants to create new money and attract investment into the country, but the Ministry of Finance has no duty to decide how much should be appropriate, in which province, or who will do it. He confirmed that there is transparency in every aspect, but in the end, the government must determine which area it will be, what the investment size will be, and in which direction the development is desired. This is another beneficial project. We will expedite the work as quickly as possible and will not neglect prudence, including the impact.

o are concerned about the impact, especially casinos, but on average, it is less than 5% because it is not a gambling model. Casinos are only a fraction of the investment to complete the components.
When asked about the opposition party’s view that this policy is the flagship policy of the three leaders: the big boss, the capitalist, and the broker, Mr. Chulaphan stated that he did not want to talk about this kind of rhetoric. It is not very useful for retaliation. He did not want to get involved in this kind of matter. The boss of all of us, both the opposition party and the government, is the people.
Mr. Chulaphan continued that of course, the concept of national development may be different. We see economic growth as a case that is large enough to be distributed to the people so that people can open their eyes and mouths. But he may see it from the perspective of creating welfare as a top priority. We see that providing universal welfare at this time may lack readiness in terms of money. Even digital wal

Mr. Chulaphan stated that we are not saying who is good or bad, but when it comes to the mechanism of forming a government, this is a democratic system in the parliamentary system, which we are also representatives of the people who have been elected. Finally, when there is a vote in the parliament, those who have gathered the majority of votes, we must apply our policies, and today we have this approach.
Mr. Chulaphan believes that in the long run, expanding the economic framework is creating appropriate economic growth. Ultimately, it will benefit everyone and leave room for other policies. He gave the example of the policy of studying a new tax system or negative income tax, which is currently under study. In the long run, it is the dream of all of us to create a welfare mechanism for our fellow citizens appropriately.
