efund of money to victims, seizing mule accounts, determining the duties and responsibilities of financial institutions, telephone network providers, and measures for illegal money transfers via digital assets.

Mr. Wirot said that the issue that he is very interested in is Section 8/10, which states that banks, mobile networks, or social media service providers must also be jointly responsible for the damages, not leaving the victims to take responsibility alone, like the losers have to take care of themselves. He confirmed that this is a very direct solution because if banks, mobile networks, and social media service providers do not have to take any responsibility at all, if customers are deceived by thieves and their money is stolen, the burden is shifted to the customers to take full responsibility.
