BPJS Kesehatan works with ministries, agencies to expand JKN coverage

State-owned Healthcare and Social Security Agency (BPJS Kesehatan) President Director Ali Ghufron Mukti spoke of his side having expanded the coverage of National Health Insurance (JKN) membership through collaboration with 30 ministries/agencies and local governments.

“As a reminder, the JKN system is mandatory and has been stated in Article 18 of Law Number 40 of 2004 and was strengthened by Presidential Regulation Number 82 of 2018,” Mukti noted on Monday.

This provision is also reinforced by Presidential Regulation (Perpres) Number 1 of 2022 related to collaboration in the implementation of JKN with 30 ministries and institutions, including local governments.

One of the collaborations being pursued by BPJS Kesehatan is the provision of participation as a requirement for public service administration in property purchase.

The collaboration was conducted by BPJS Kesehatan in partnership with the Ministry of Agrarian Affairs and Spatial Planning.

“People involved in property or land purchase are required as active participants in JKN by BPJS Kesehatan,” Mukti noted.

According to the BPJS Kesehatan president director, people in a position to purchase property would have come from the upper middle class, so they were encouraged to join in the JKN program.

Meanwhile, people from the lower middle class will be handled by social services in the region based on the poor classification that applies in Indonesia.

“There is no reason for people to not be able to afford to participate in the JKN program. Those who have not participated could start to register themselves,” he stated.

The BPJS also collaborated with the National Police (Polri) in the driving license (SIM) application. However, this provision is still under discussion.

Mukti noted that the entire collaboration was an effort by his side to necessitate every resident to become a JKN-KIS participant as a fulfillment of the right to health for everyone.

Provisions for the expansion of JKN services have been regulated in the National Medium-Term Development Plan (RPJMN) 2024. The coverage of JKN-KIS participation is targeted to reach 98 percent of the population. Until 2021, JKN coverage had reached 235.7 million people, with a satisfaction index of above 80 percent.
