A family from Nakhon Ratchasima Province filed a complaint with Mr. Kanthas Phongpaiboonwet, or Kan Chom Phalang, after being harassed for more than 10 years by a neighbor, a civil servant whose father is a high-ranking police officer, such as throwing bottles at the roof of the house at night, bringing a gun to draw a loud sound until causing fear, sweeping up trash and pouring it in the house, shining a laser at the CCTV camera until it was damaged, physically assaulting the victim’s mother and father, etc. When they reported it to the agency to take action, they were told to sue on their own.

The victim, a 50-year-old mother, said that the problem started in 2018 when her youngest daughter’s phone broke down, so she borrowed the phone from the policeman, the son of a police officer who had been her neighbor for 10 years. Her daughter used it for 3-4 days, after which the policeman’s son ca
me to inform her that the phone was broken. He claimed that the phone had to be sent to Singapore for repairs, which would cost 1,600 baht. At that time, he was willing to pay for it. The mother told her daughter that she did not like her daughter’s behavior of taking other people’s phones to use, so she punished her daughter by using her daughter’s savings because she did not want to punish her by beating her. However, during the time he asked for the money back that day, her mother was not well. When he chatted to ask for the money, her mother did not open the chat to read it for only one day. After that, he went to complain to his father, who is a police officer, that we were not responsible for the phone.

The victim also said that after that, she had an issue with the police officer who is her father after her side went to file a complaint against someone for defamation because there were posts cursing each other on Facebook. So she went to file a complaint at a police station in Nakhon Ratchasima Provin
ce regarding the Computer Crime Act. The police officer then took over the case. The reason she filed the complaint was because she didn’t want the money, but she wanted the other party to come and apologize. However, the police mediated and reached an agreement for 30,000 baht. Her side said that if she received the money, she would use it to make merit, but when she received the money, she still didn’t use it to make merit. After that, the police officer came to ask for some of the money that was going to be used to make merit, but she didn’t give it to him. After that, it became an issue and there was dissatisfaction between them because they didn’t give that money.

The victim said that her family had been harassed 4 times. The first time was during a housewarming party, a bottle was thrown into the house, causing the glass furniture to crack. So she went to file a complaint, but it took a long time to go to court. The police told her to talk first. When she went to file a complaint later, they said that
the statute of limitations had expired because she had filed a criminal complaint more than 90 days ago. The reason she went to file a complaint was because she saw who did it and thought it was the son of a police officer in a neighboring area. So they delayed the case, causing the statute of limitations to expire. So she went to complain to the police chief that they intended to press charges, so why didn’t they file a complaint? After that, they sent a document back saying that they would file a complaint. After the problem started, the front light in front of the house was smashed and someone rang the doorbell, but she didn’t know who it was. At that time, there was only a problem with him.

Then the CCTV camera was smashed, so I went to file a report, but the police station said that the evidence was unclear. Then 3-4 soda bottles were thrown at the house. I didn’t know who did it because everyone was in the house. I used my mobile phone to record a clip and saw that Mr. Korn did it. There were no proble
ms or issues with anyone at home. Then garbage was thrown into the house, and a fire with a cloth in a can containing oil was thrown into the house. So I went to file a report, but the police said that the evidence was unclear. They didn’t see who did it, so they told me to make a daily record.

The victim said that later she had to move her family to Prachinburi Province because she couldn’t stay there. Her eldest daughter went to study in Chiang Rai and her youngest daughter came to study in Bangkok. During the time they had problems, she was charged with more than 10 cases between 2018 and 2019. The father was charged with 3 cases, the daughter was charged with 2 cases, and she was charged with 9 cases, most of which were for false reporting because the evidence she reported was not clear, so she filed a counter-report.

While he was going to file a complaint about a bottle being thrown at his house at the police station, Mr. Korn came and shouted that he was the police lieutenant’s son and walked up behin

From the investigation, it was found that Mr. Korn’s father was really a police lieutenant. He was an investigation officer at the police station where he went to file the complaint before being transferred to work at another police station.

‘I personally feel that I have not been treated fairly. In some cases, I have had to follow up for more than 2 years. My family is still harassing me. The latest was on August 4. I have been harassed and sued to the point where I have no time to earn a living. I am

worried about my daughter because sometimes garbage is thrown into the house. I want her to stop harassing me and let us live separately. I also want the trees that are blocking the entrance to the h
ouse to be removed,’ said the victim, who is the mother.

Kan Chom Phalang said that in the part of the clip and there is still more information that is not complete in the part that he has told, as far as he can understand, there is a problem with the case, they have been filing complaints back and forth. He himself will coordinate with the Attorney General for the Protection of Rights to discuss how the case will end because if they file complaints back and forth, it will be a waste of time for both parties. From what he has seen in the clip, there has been a long-standing dispute and suspicion, and neither party is happy. If they cannot talk, he will coordinate with the Commander of Nakhon Ratchasima Province. If they cannot talk, how will they proceed with the case to the end or not? However, they must be fair to the other party in order to find a good solution. He believes that the easiest way to end a neighboring problem is to sit down and talk.
