Did building a large Buddha cause a landslide that killed 13 people?

The tragic mudslide at the Nak Kerd mountain range buried houses in Tambon Karon, Amphoe Mueang, Phuket Province in the early morning of 23 August 2014, resulting in the loss of 13 lives. This raises questions as to whether it was caused by the construction of various structures in the Phra Phuttha Ming Mongkol Ekakanakiri Park or not. And why did the Royal Forest Department allow construction even though it is in a national forest reserve?
