Government Proposes Trial for Integrating Three National Target Programs at District Level

Hanoi: Deputy Prime Minister Tran Luu Quang announced the government’s intention to introduce a pilot program that allows each province to select one district-level area to experiment with merging three national target initiatives related to funding sources.

According to Vietnam News Agency, These programs focus on rural advancement, sustainable poverty reduction, and socio-economic development in regions with mountains and ethnic minorities.

During the 15th National Assembly’s sixth session in Hanoi on October 30, Deputy PM Quang remarked on the progress since the fifth session in implementing these national target programs, highlighting the resolution of fundamental challenges related to development investment fund policies and mechanisms.

He elaborated that the state capital slated for distribution to public administrative units in each region during various phases has been disclosed. If not entirely utilized, this capital can be repurposed into development investment funds, providing a potential solution to prevailing challenges.

Minister of Labour, War Invalids and Social Affairs, Dao Ngoc Dung, mentioned that it’s the second time the National Target Program on Sustainable Poverty Reduction is being executed, but with elevated standards than before.

He recognized the collective efforts of the entire political structure, particularly localities and households at or near poverty levels, in working towards the overarching objective of sustainable poverty reduction.

Dung emphasized that the National Assembly’s aims have been primarily accomplished, marking a significant outcome. He highlighted Vietnam’s unique position in global poverty reduction efforts, noting it as the sole Asian nation implementing a comprehensive, inclusive, and sustainable multi-dimensional poverty alleviation program.
