High-Speed Rail Project to Proceed Without Contract Amendments Favoring Private Sector


Bangkok: Deputy Prime Minister and Transport Minister Suriya Juangroongruangkit has announced the continuation of the high-speed rail project connecting three airports, emphasizing that there will be no contract amendments to benefit the private sector. The focus remains on ensuring the project benefits the public and the nation.

According to Thai News Agency, Suriya addressed concerns raised by Mr. Surachet Prawinwongwut, a member of the Prachachon Party, who claimed on social media that the contract would not be amended. Suriya clarified that during a general debate on April 3, 2024, he confirmed there was no policy to amend the contract for the benefit of private entities. He highlighted the risks associated with the private sector’s proposal to change the contract to a “do and pay” format without guarantees, which could lead to project abandonment and significant damage.

All parties involved in the Eastern Economic Corridor (EEC) project agreed on the importance of the high-speed rail project, recognizi
ng its potential benefits to the EEC area and the country. Discussions have been held to ensure the project proceeds transparently and fairly for all parties involved.

Following negotiations between the State Railway of Thailand and the private sector, an agreement was reached to amend the contract appropriately. The amendment requires the private sector to guarantee the success of the train operation. Should the private sector fail, the government will seize the guarantee to ensure project completion.

Suriya reiterated that the contract amendment is not designed to benefit the private sector but to guarantee the project’s success, maximizing public benefit and ensuring no loss to the state.
