Index indicates rise in anti-corruption behavior: BPS

Jakarta (ANTARA) – The Indonesia Anti-Corruption Behavior Index (IPAK) has strengthened to 3.88 this year from 3.84 last year, indicating lower corruption permissiveness among citizens, the Central Statistics Agency (BPS) has informed.

The index is measured on a scale of 0 to 5. A value closer to 5 on the index indicates higher anti-corruption behavior, while a value closer to zero indicates higher permissiveness towards corruption among citizens.

“(A value of) Above 3.76 means very anti-corruption (high anti-corruption behavior). This year, Indonesia’s IPAK is 3.88, which means there is an increase in anti-corruption behavior. But, we still have homework because in the National Medium-Term Development Plan (RPJMN), the IPAK target is 4.0,” head of BPS, Suhariyanto, said at an online press conference originating from Jakarta on Tuesday.

The BPS has not yet explored in detail which components could hinder corruprton so that at a certain point in the future, the RPJMN target can be achieved, he added.

The Indonesia Anti-Corruption Behavior Index (IPAK) is structured on two dimensions — the Perception Dimension and the Experience Dimension, he said.

While the Perception Index has increased by 0.15 points to 3.83 in 2021 from 3.68 in 2020, the Experience Index has slumped slightly by 0.01 points to 3.90 this year from 3.91 last year, he noted.

A survey conducted from March 8 to 9 April, 2021 has found higher IPAK reading for urban communities (3.92) compared to rural communities (3.83).

In addition, it has found a correlation between education and anti-corruption behavior. The higher their education level, the more people tend to be against corruption, Suhariyanto said.

This year, the IPAK has been recorded at 3.83 for people with education below high school level, 3.92 among high school graduates, and 3.99 among those who have studied above the high school level.

Meanwhile, people aged 40 or younger and those in the 40-59 age group have been found slightly more against corruption, Suhariyanto said. The IPAK reading for this year stands at 3.89 for people under 40 years of age; 3.88 for people in the 40–59 age group; and, 3.87 for people aged 60 years or older. (INE)
