According to European Union, Kubilius emphasized the changes in global economic leadership, noting that by 2075, major economies like China and India will surpass the United States in economic dominance. This shift, he argued, necessitates a stronger transatlantic alliance to maintain global balance and deter threats such as Russian aggression. Kubilius outlined the need for a united European defense strategy, pointing out that Europe is already increasing its defense expenditure, with some countries surpassing the United States in percentage of GDP spent on defense.

Kubilius discussed the importance of a robust EU-U.S. partnership in defense industries, highlighting the opportunities for American companies in the European market. He stressed the need for reducing barriers like the International Traffic in Arms Regulations (ITAR) to facilitate a more integrated defense industry.

The Commissioner also drew attention to the lessons from Ukraine's defense strategy against Russian aggression. He praised Ukraine's innovative defense tactics and called for their integration into European defense systems. The recent EU-Ukraine defense industrial pact, he noted, exemplifies the collaborative efforts to bolster defense capabilities.
