The House of Representatives accepted the principles of two progressive liquor laws, but rejected the “Thawiphop” bill.


The House of Representatives accepted the principles of 2 progressive liquor laws, rejecting the version of “Thawiphop”, the government whip, explaining the reason for the end of the dream of “brewing and producing your own liquor” without having to ask for permission, fearing damages because of legal technicalities that cannot be compromised.

The House of Representatives meeting, chaired by Mr. Wan Muhammad Noor Matha, the Speaker of the House, considered the draft of the Excise Tax Act (No. ..) B.E. … in 3 versions: Version 1 proposed by Mr. Thaopiphop Limjittrakarn, MP for Bangkok, Prachachon Party and his team, which is called the Progressive Liquor Law; Version 2 proposed by Mrs. Siriwan Prasartsattru, MP for the party list, Ruam Thai Sang Chart Party and his team, which is called the Thai Liquor Law; and Version 3 proposed by Mr. Chanin Rungthanakiat, MP for the party list, Pheu Thai Party and his team, which is called the Community Liquor Law for the Grassroots Economy, which was postponed from Sep
tember 18th, and is still being voted on separately.

The results showed that the first resolution was approved by 137 votes, disapproved by 237 votes, abstained by 3 votes, and did not vote. This means that the meeting did not accept the principle of Mr. Thaopiphop’s version. As for the second resolution of Mrs. Siriwan, the meeting voted 385 votes in favor, 6 votes against, 3 votes abstained, and 3 votes did not vote. As for the third resolution of Mr. Chanin, the meeting voted 384 votes in favor, 5 votes against, 3 votes abstained, and 7 votes did not vote. This means that the meeting agreed to accept the principle of the second and third resolutions. A special committee of 32 people was set up to amend the resolution within 15 days, using the draft proposed by Mr. Chanin as the main draft for consideration.

Mr. Wisut Chainarun, Chairman of the Government Coalition Coordination Committee (Government Whip), gave an interview about the reason why he could not accept Mr. Thaopiphop’s draft of the Progressive
Liquor Act, saying that it was because the principles were revised and he was afraid that there would be problems. Even though they spoke with understanding and sympathy, they could not really accept it. Furthermore, they had already discussed the legal technicalities, which was a difficult matter for them and they could not accept the principles of Mr. Thaopiphop’s draft law.

Mr. Wisut emphasized that the reason is the principle that is written, allowing the production of liquor without permission, which the public can boil or produce. However, in principle, when it is considered, it cannot be changed. If there is damage, it will be a big problem. Therefore, it is a principle that we cannot accept. Even though we sympathize, the principle is the principle of the law. We cannot compromise because the matter of requesting permission is an important matter. Moreover, there was an incident in which 7-8 people died and no one took responsibility for this matter. Health is an important matter.
