Mr. Chusak Sirinil, Minister to the Prime Minister’s Office and advisor to the Coordinating Committee of the Coalition Parties, spoke about the progress of the draft referendum bill after the Senate voted to amend the referendum criteria related to the amendment of the constitution to use the principle of a two-tiered majority. He said that the draft law has now been sent back to the House of Representatives and will be considered in the House of Representatives meeting this week to confirm the original resolution as previously resolved by the House of Representatives, which is to use the principle of a single-tiered majority, which will lead to the establishment of a joint committee of the two houses, consisting of 10 MPs and 10 Sen
ators, to consider and find a joint conclusion once again.

As for the study results to find a way to hold a referendum to reduce the number of times to only 2 times to compensate for the consideration time in the joint committee, Mr. Chusak stated that there is no conclusion yet because it is still under discussion and there is no conclusion from the coalition parties. He also admitted that if the 2 houses cannot agree on the draft law, the draft law will have to be suspended for 180 days or about 6 months. Therefore, Mr. Nikorn Chamnong, Director of the Chartthaipattana Party, as an advisor to the House of Representatives’ Special Committee on the Consideration of the Draft Referendum Act, has proposed finding another approach or a new referendum formula so that MPs and Senators can agree to each other so that they can reach an agreement and do not have to wait 180 days. It is up to the joint committee whether they can find a solution or not. If they can agree, the referendum and the provincial administrati
ve organization elections will be held in January or February 2025.
