The water situation in the North and Central regions has begun to ease. The South and the East regions still need to be vigilant.

Spokesperson for the NDRC revealed that the water situation in the North and Central regions has begun to ease, while the South and East regions still need to be monitored. The latest order is to reduce the amount of water released from the dams to reduce the impact from the seawater surge for 1-2 days.

Mr. Jirayu Huangsap, spokesman for the Flood, Storm and Landslide Relief Operation Center (FSOC) and the Forward FSOC, revealed that the amount of rain and the amount of water flowing over the Chao Phraya Dam in Chai Nat Province have been continuously decreasing. The amount of water flowing through the Chao Phraya River at Station C.2 Nakhon Sawan is 2,184 cubic meters per second, and today’s water discharge is at 1,900 cubic meters per second.

The meeting of the National Reform Council today (13 October) decided to reduce the water discharge from the Chao Phraya Dam to only 1,850 cubic meters per second so that the management of water downstream of the dam will not cause too many problems for the people in
Bangkok and its vicinity, and is appropriate and consistent with the rainwater and seawater situation that will rise during 13-24 October.

Mr. Jirayu continued that in the southern region, due to the heavy rain in many areas, the NDRC asks people in 9 provinces, areas with high risk, to be vigilant and follow the news closely, namely: 1. Phang Nga (Takua Thung, Kura Buri, Kapong, Thai Mueang, Mueang Phang Nga, Thap Put, Koh Yao, Takua Pa)

2. Phuket (Thalang District, Phuket Town, Kathu) 3. Krabi (Ao Luek District, Koh Lanta, Plai Phraya, Khlong Thom, Nuea Khlong, Krabi Town, Khao Phanom, Lam Thap) 4. Pattani (Kok Pho District, Nong Chik, Mae Lan, Panare, Mayo, Thung Yang Daeng, Sai Buri, Yarang, Kapho) 9. Phatthalung (Mueang Phatthalung District, Kong Ra, Si Banphot, Srinakarin, Khao Chai Son, Ta Mot, Khuan Khanun, Pa Bon, Pa Phayom)

For the risk areas of 11 provinces that must be monitored and the situation is as follows: 1. Ranong (Suk Samran, Kapoe, La-un, Mueang Ranong, Kra Buri districts) 2. Nakhon Si Thammarat (Chawang, Phipun, Thasala, Lansaka, Chang Klang Chian Yai, Mueang Nakhon Si Thammarat districts, Pak Phanang, Phrom Khiri, Chaloem Phra Kiat, Ron Phibun, Hua Sai, Thung Song, Thung Yai, Sichon, Khanom, Na Bon, Nop Phi Tam districts) 3. Songkhla (Mueang Songkhla districts, Chana, Nathawi, Thepha, Saba Yoi, Sadao, Ranot, Rattaphum, Hat Yai, Na Mon, Khlong Hoi Khong districts) 4. Satun (Mueang Satun districts, Khuan Don, Khuan Kalong, La-ngu, Thung Wa, Manang distric
ts)

The Central, Eastern and Upper Southern regions still need to be monitored, such as Kanchanaburi (Mueang, Lao Khwan, Bo Ploi, Nong Prue, Phanom Thuan, Tha Maka, Tha Muang, Dan Makham Tia, Huai Rachao districts), 6. Phetchaburi, 7. Prachuap Khiri Khan, 8. Chumphon (Sawi, Lamae, Mueang Chumphon, Tha Sae, Pathio, Phato, Thung Tako districts), 9. Chanthaburi (Khlung), 10. Rayong, 11. Trat and 12. Chonburi.

The NESDB asks the public to prepare for the flood situation and follow the news of advance warnings from government agencies to the public in risk areas. If you need help, call the hotline at 1567, 24 hours a day.’

In addition, the NESDB meeting prepared to drain water from reservoirs in the southern region that exceed 80% of their capacity to accommodate the amount of rain that will be added, including ordering relevant agencies to inspect the strength of reservoirs in the area, remove weeds and obstacles in the waterways to increase water drainage efficiency, and coordinate with local reservoirs to ma
nage water drainage in the area.

Progress on the rehabilitation plan in Chiang Rai Province, Mr. Jirayu said that the Chiang Rai Forward Command Center reported progress, indicating that assistance to the people is more than 90% complete, with no additional flooding or landslides in Chiang Rai Province. Currently, the area is being rehabilitated after the water recedes. Various agencies have not withdrawn their forces and are continuing to move forward to return to normal as soon as possible.

As for the relief operation for disaster areas in Mae Sai District, 12,268 people have electricity. The restoration of 819 houses has been completed, with 658 houses, or 80%.

Mr. Jirayu explained the case of online media reporting the flooding and foul smell in Ban Luk, Mueang Lamphun District, that the CPOC has urged relevant agencies to go to the area to urgently solve the problems in 3 locations: Location 1, Kanchanaphisek Park, Mueang Nga Subdistrict, Mueang Lamphun District, which is a water retention area where
some people live. It is a water retention point and will divert water into the Huai Ling Ha Canal. It is shallow and narrow, and there is an old water control building blocking the water drainage, which is inconvenient. Officials have installed 1 water pusher, 2 12-inch water pumps, and 2 speed pumps to accelerate the drainage of water.

Point 2 behind Muang Nga Subdistrict Municipality (old) is Lam Muang Ling Ha. It will receive water from Point 1, which has a narrow bridge. Therefore, a 42-inch water pump was installed to push water before going to Point 3. It must pass through the old weir building, which results in very little water drainage. The Lamphun Provincial Administrative Organization has collaborated with the Lamphun Provincial Irrigation Office to dig additional water drainage ditches on the side of the building to expedite water drainage at this point. As for other points, water drainage is still good and does not affect the drainage at the 3 points mentioned above.

‘Lamphun Province has integ
rated work from all sectors to urgently resolve flooding and water retention issues in the area as soon as possible. It has installed 74 water pumps and requested support from the Royal Thai Navy for 20 water-pushing boats and installed 6 water-pushing machines.

In addition, the Lamphun Provincial Natural Resources and Environmental Office 1, Chiang Mai, distributed 200 liters of bio-fermented water to communities in Rim Ping Subdistrict, Nong Chang Kuen Subdistrict, and Mueang Nga Subdistrict, Mueang District, Lamphun Province, to reduce the impact on affected people. It is expected that the situation will improve and return to normal by October 15. The Lamphun Provincial Natural Resources and Environmental Office, together with the Land Development Station of Lamphun Province, brought bio-fermented water and Super PD6 accelerator to alleviate the suffering caused by flooding in Umong Subdistrict, Mueang District, Lamphun Province. The assistance from various agencies is expected to bring the situation back
to normal soon,’ said Mr. Jirayu.
