Mr. Surin or Ton, aged 40, submitted supporting documents to file a complaint with the Foundation for the Restoration of Social Justice after passing the exam for the position of prisoner control officer at the Department of Corrections, but was rejected, claiming that his educational qualifications did not match the recruitment announcement. He had passed all the examination steps and was scheduled to receive a report letter at the Department of Corrections, but on May 16, an officer called to inform him that his educational qualifications did not match the recruitment announcement.
