Digital proficiency is key to productive digital space: Plate

Digital proficiency and restorative justice play a crucial role in law enforcement in a bid to create a productive digital space, according to Communication and Informatics Minister Johnny G. Plate.

“In law terminology, there is Penal Code (KUHP) in physical space. The code is also necessitated in digital space aimed at regulating and governing every activity in digital space. We always foreground law enforcement, but currently, we need to apply a restorative justice approach before stipulating the ultimum remedium,” Plate noted in a press statement issued here on Thursday.

Digital proficiency is one of the challenges in a productive digital space, he pointed out.

Hence, the ministry conducted various digital proficiency programs, ranging from basic, intermediate, to advance levels, he added.

Basic digital proficiency was provided under the Digital Literacy National Movement targeting 12.5 million participants either from public or micro, small, and medium entrepreneurs (MSME), Plate informed.

“Currently, as many as 64 million MSMEs have contributed 60 percent of the national GDP, but very few of them have gained digital on boarding yet. Some 15 million MSMEs will gain digital on boarding by the end of 2021. We expect half of our MSMEs to gain digital on boarding and skill up by the end of 2024,” he elaborated.

Meanwhile, the Scholarship Talent Digital Program aims to provide digital proficiency at the intermediate level.

The ministry has pegged the annual quota at 100 thousand participants for the program, he remarked, adding that the skills gained in the program comprise cloud computing, big data, Internet of things, virtual reality, and augmented reality.

The ministry has targeted 200 thousand participants, especially members of the millennial generation, to be enrolled in the program next year, he noted.

“For the Indonesian millennials, the junior high school graduates or the equivalent and the fresh graduates, please join the program. The program involves more than 100 higher education institutions and provincial and regional administrations to enable our children to master Internet skills,” Plate remarked.

The needs of digital proficiency at the advanced level have been met through the Digital Leadership Academy (DLA) Program, he noted, adding that the program was opened for 300 participants being leaders either in the public or private sectors.

The government has cooperated with the National University of Singapore, Tsinghua University, University of Oxford, and Harvard Kennedy School for holding the DLA program.

The DLA graduates are expected to make a digital-based policy either in the public or private sectors.
