EU-Philippines Strengthen Ties on Governance, Green Economy, and Mindanao Development

Brussels: The European Union (EU) and the Philippines have reaffirmed their partnership on good governance, green transition, digital economy, and Mindanao peace and development during the 5th Meeting of the Sub-Committee on Development Cooperation held in Brussels.

According to European Union, the meeting was co-chaired by Mario Ronconi, representing the European Commission, and Assistant Secretary Donalyn Minimo from the Department of Finance of the Philippines. EU Ambassador to the Philippines Massimo Santoro and Philippine Ambassador to the EU Jaime Victor Ledda also participated in the discussions.

The Philippine delegation was composed of officials from various government departments, including Finance, Economy, Environment, Foreign Affairs, Trade, and others. The Sub-Committee conducted a review of ongoing cooperation programs, placing emphasis on the Mindanao peace process, good governance, and the development of a green and digital economy.

The Philippines highlighted its economic growth and strat
egic development priorities, which align with the EU’s policy framework under its Multiannual Financial Framework for 2021-2027. This framework is supported by the Global Gateway strategy, which aims to enhance smart, clean, and secure connectivity.

Key topics discussed included Global Gateway investment projects, a £20 million EU-PH Digital Economy Package, and ongoing investments in disaster risk management and water/waste facilities. The meeting also focused on supporting new investments in areas such as green transition and Mindanao’s development, utilizing EU grants and guarantees.

The meeting further explored future cooperation on sustainable raw materials and green finance, while recognizing the significance of regional cooperation within the EU-ASEAN framework. The EU and the Philippines confirmed their commitment to enhancing the implementation of EU programs, aligning with Philippine priorities and the Global Gateway initiative.
