Bangkok: The government is taking a firm stance on the enforcement of the “Half-Half Plus” scheme, making it clear that its use for purchasing lottery tickets, alcohol, or cigarettes is strictly prohibited, with violators facing immediate suspension of their rights.
According to Thai News Agency, Ms. Ayrin Phanrit, the Deputy Government Spokesperson, emphasized the program’s primary goal under Prime Minister Anutin Charnvirakul’s leadership: to provide economic relief and reduce living costs amid an economic slowdown. The scheme allows citizens to buy essential consumer goods, educational items, or agricultural materials at subsidized rates from designated stores, including Blue Flag outlets and local economic development programs. This initiative is operational between October 29, 2025, and December 31, 2025.
The government has delineated specific prohibited categories to prevent misuse of the scheme. These include government lottery tickets, alcoholic beverages, tobacco products, gift vouchers, and cash cards, along with advance payments for goods or services. Additionally, merchants are prohibited from soliciting or accepting cash or other benefits from food and beverage sales via delivery services. The project aims to avert any actions that might undermine its objectives or create obstacles for the implementation of government initiatives.
A stern warning has been issued to citizens who misuse the Half-Half Plus privileges by selling them to others, as well as to any stores involved in such fraudulent activities. Such actions are considered “fraud” under Sections 341 and 342 of the Criminal Code, carrying penalties of up to three years in prison, fines up to 60,000 baht, or both. Offenders will also lose the right to participate in other government programs and will be required to repay the misused funds.
