Ministry to revise old age security regulations before May 2022

Manpower Ministry targets completing revision of the Old-Age Insurance (JHT) regulations before May 2022 when the ministry’s Regulation No. 2 of 2022 on Procedures and Requirements for Payment of Old-Age Insurance Benefits should begin.

“We have gone through the process. I expect that the harmonization process will also (be completed) immediately. It is expected to be completed before the time limit ends for the enactment of the Manpower Ministry 2 of 2022,” Manpower Minister, Ida Fauziyah, stated at a press conference here on Wednesday.

“The sooner the better,” Minister Fauziyah remarked.

The minister noted that the revision of the regulation was targeted to be completed before May 2022, since should it not be completed before that period, then the JHT rules will apply.

Manpower Ministry’s Regulation Number 2 of 2022 was officiated on February 4, 2022, and based on Article 15 in it, the JHT regulation would take effect three months from the date of ratification, which was May 4, 2022.

“Hence, it must be completed before May 2022. Although May 2022 is the deadline, we will try before May is complete,” Fauziyah emphasized.

The revision process follows the flow of the formation of laws and regulations. It begins by listening to inputs, suggestions, and aspirations followed by coordination between ministries and related institutions and eventually the synchronization process.

The minister noted that the revision would roll back the Old-Age Insurance claims to its earlier version, which is Manpower Ministry Regulation Number 19 of 2015.

In addition, regulations will be added to improve the use of JHT, one of which will promote easier management of the insurance in terms of the administrative aspects.

The revision was made after the ministry held a meeting with several stakeholders, such as trade unions and laborers.

Their aspirations were then accommodated and used as a foundation, which had been listed in another meeting.

Director General of Industrial Relations and Social Security at the Manpower Ministry, Indah Anggoro Putri, stated on being met after the press conference that the issued revision would be given a new number.

“The number is new. Not 02 anymore. It is a revision and improvement,” Putri stated.
