NBTC Mandates Joint Accountability for Mobile Operators in Technology Crime Prevention


Bangkok: NBTC has approved measures requiring mobile operators to share responsibility for damages related to technological crimes, emphasizing enhanced cybersecurity protocols, and mandates a 24-hour service suspension in case of suspicious activities, along with a system to block international calls. Pol. Gen. Natthorn Phueasunthon, an NBTC member, detailed the measures aimed at licensed operators to collaboratively prevent and suppress technological crimes as per legal requirements.



According to Thai News Agency, the NBTC has outlined eight specific measures. Firstly, mobile operators must scrutinize users exhibiting unusual behaviors to consider immediate service suspension based on factors like call frequency, location, customer information, and the device used. The NBTC, along with service providers, will determine the screening conditions.



Operators are obligated to halt telecommunication services within 24 hours for mobile services and within three days for other services upon notification of suspicious activity. New user registrations must comply with NBTC announcements within seven days. Numbers registered from January 1, 2024, must be verified within 90 days, while pre-2024 registrations require verification within a year.



Application-to-Person SMS services must pre-register sender names and verify attached links before message dispatch. Foreigners are restricted to registering a maximum of three numbers per service provider, necessitating passport verification. Tourist SIM usage is capped at 60 days, with re-registration required for extension.



Network providers must prohibit unregistered devices supporting four or more SIMs from accessing their networks and must implement systems to reject international calls, marking them with specific prefixes. Pol. Gen. Natthorn emphasized that service providers share liability for damages unless compliance with NBTC standards is proven, aligning with the Royal Decree’s stipulations for operators to cooperate in technological crime prevention and expedited prosecution efforts.
