Phumtham Urges Patience Over Potential Seizure of 42 Billion Baht Local Funds

Bangkok: Mr. Phumtham Vejjayachai, Deputy Prime Minister and Minister of Interior, acting as Prime Minister, has advised waiting for a clear conclusion regarding the potential seizure of 42 billion baht in local funds by the economic stimulus subcommittee. He attributes the situation to the shortcomings of previous officials and suggests that if the funds are indeed reallocated, there are solutions available to address any compensation issues. Mr. Phumtham emphasized that the Ministry of Interior is committed to addressing this matter effectively. Mr. Chulaphan Amornvivat, Deputy Minister of Finance, indicated that discussions are ongoing and requested a subsequent meeting in the coming days to further deliberate the issue.

According to Thai News Agency, the Subcommittee on Screening Economic Stimulus Projects is currently reviewing a budget request of 157 billion baht. This review includes an assessment of the local budget, which amounts to approximately 42 billion baht, intended to enhance competitiveness, support affected entrepreneurs, or develop human capital. Mr. Phumtham stated that the decision-making process rests with the subcommittee, which is chaired by Mr. Pichai Chunhavajira, Deputy Prime Minister and Minister of Finance. The subcommittee will evaluate the relevant issues being debated.

Regarding the possibility of reallocating the budget for other initiatives, Mr. Phumtham noted that Mr. Pichai had previously emphasized the need to assess whether certain allocations align with the objectives of economic stimulus. If criteria are not met, the budget’s intended use for economic stimulation must be reconsidered. The final decision will be made after the committee’s evaluation.

Addressing concerns about potential discouragement among local communities due to decentralized power without adequate funding, Mr. Phumtham acknowledged the responsibility to ensure resources are provided to facilitate local operations.

When questioned about Mr. Decha Isara Khaothong, Deputy Minister of Interior, expressing concerns over budget transfers, Mr. Phumtham clarified that the inquiry was not a complaint but rather an investigation into past occurrences. He reiterated the need to address issues caused by previous management that failed to meet targets, leading to complications. The responsibility to discuss this matter lies with Mr. Decha Isara and the Director-General of the Department of Local Administration (DLA).

Regarding the possibility of restoring the budget if the proposed cut of 42 billion baht occurs, Mr. Phumtham stated that the focus should be on explaining and finding solutions, ensuring understanding among stakeholders. He emphasized the importance of factual assessment and addressing any issues to benefit local administration, a fundamental entity in resolving community challenges.

Concerning the Office of the Auditor General’s (OAG) involvement, Mr. Phumtham indicated that he was not aware of any warning letters, as this falls under the Economic Stimulus Committee’s purview.

Mr. Chulaphan Amornvivat mentioned that the subcommittee’s meeting to discuss the 157 billion baht budget request remains inconclusive. A follow-up meeting is expected to provide further clarity, as Deputy Prime Minister and Minister of Finance Mr. Pichai Chunhavajira is anticipated to reconvene discussions within the next 1-2 days.
