Presidential Instruction on JKN to ensure health care access for all

The government has issued Presidential Instruction (Inpres) Number 1 of 2022 on optimalization of the implementation of the National Health Insurance (JKN) Program to ensure access to health services for all people.

“The government is strongly committed to continuing the JKN program and striving to encourage 98 percent of Indonesia’s population to participate in the program by 2024,” Coordinating Minister for Human Development and Culture Muhadjir Effendy stated at the virtual launch of the instruction here on Thursday.

The JKN program collects mandatory dues from all of its participants to build a mutual cooperation-based social insurance system, he explained.

The instruction aligns with the mandate of the 1945 Constitution to develop a national social security system for all people, especially the disadvantaged ones, he affirmed.

The coordinating minister noted that the instruction aims to ensure that all citizens are protected through the JKN-Healthy Indonesia Card (KIS) programs by increasing members’ compliance, encouraging community’s participation, facilitating access to quality health services, and ensuring the sustainability of programs.

“The instruction mandates ministries, agencies, and regional governments to take strategic steps to optimize the implementation of programs,” he noted.

On the same occasion, state-owned Healthcare and Social Security Agency (BPJS Kesehatan) Managing Director Ali Ghufron Mukti noted that membership of the JKN program had reached 235.7 million people in 2021, with a satisfaction index above 80 percent.

Mukti remarked that the agency had collected Rp139.55 trillion in dues as well as increased access to health services to 23,608 first level health facilities (FKTPs) and 2,810 advanced level health facilities (FKRTLs) as of December 31, 2021.

In 2022, the agency has targeted to increase the number of the program’s participants to 244.9 million people and collect Rp152.27 trillion in dues.
