Bangkok: DSI, together with Immigration Bureau 2, arrested a broker who arranged for women to be hired as surrogates while traveling to Hong Kong at Suvarnabhumi Airport. The Department of Special Investigation’s Trace and Intelligence Center, in conjunction with officers from the Crime Suppression Division, Immigration Bureau Division 2, Suvarnabhumi Airport, apprehended Ms. Urairisa, a broker involved in illegal surrogacy services for foreigners.
According to Thai News Agency, the arrest was executed under Criminal Court Warrant No. 3986/2568 dated July 9, 2025, and Special Case No. 87/2567. The charges against Ms. Urairisa include organizing surrogacy for commercial gain, acting as a middleman or broker for surrogacy with a group of three or more persons, and colluding with others to commit a serious crime related to a transnational criminal organization. She was intercepted in the Departure Hall on the 4th floor of Suvarnabhumi Airport, Nong Prue Subdistrict, Bang Phli District, Samut Prakan Province, as she was preparing to travel to the Hong Kong Special Administrative Region.
Ms. Urairisa was informed of her charges and rights under the Code of Criminal Procedure. She was also made aware of the requirement for continuous video and audio recording during her arrest and detention until her handover to the Special Case Investigating Officer. In compliance with the Prevention and Suppression of Torture and Enforced Disappearance Act of 2022, the authorities ensured that she comprehended the information provided. Consequently, Ms. Urairisa was taken to the Department of Foreign Affairs and International Crimes for further legal proceedings.
