Manpower Ministry’s Secretary General Anwar Sanusi called for sustainably developing the competency of state civil apparatus (ASN) to support the institution’s performance and to achieve priority development targets.
“This is important because ASN is an organization’s primary asset that serves to fulfill the government’s task,” he noted in a press release here on Thursday.
According to Sanusi, development of ASN’s competency aims to nurture the employees’ capabilities, so that they possess the requisite qualification to conduct their jobs and give their best performance for the organization.
Honing ASN’s competency sustainably undoubtedly requires strategic and comprehensive planning. However, the current situation presents myriad problems, he pointed out.
The first issue is that the current formulation of the employee development policy is not yet based on the training and educational requirement analysis.
The second area of concern is that development of ASN’s competency had yet to refer to development planning, both at the national and regional level.
The third issue is that at the organization level, there is nothing that connects the national or regional development planning with the formulated employee growth strategic plan.
The fourth point of concern is that competency development is only considered as a form of education and training conducted in a classical manner.
Lastly, competency development is conducted separately from the state civil apparatus’ career pattern policy.
“Responding to these considerations, the Manpower Ministry, through the Manpower Human Resources Development Center (PPSDM) activity, expects synergy and harmony for executing ASN’s competency development pattern, specifically within a better, systematic, and accurate manpower department,” Sanusi affirmed.
The Manpower PPSDM is committed to providing structured as well as credible education and training that takes into account the demand side.
Sanusi explained that structured meant that there was room for adjustment within the curriculum and the 4.0 industry era method with the support of an adept Learning Management System.
Meanwhile, considering the demand side meant that the training starts from the foundation of requirement analysis and not just the supply side.
“Lastly, credible means that the training institution and program had been accredited by the State Administration Institution (LAN) as an institution that monitors state civil apparatus’ training,” he elaborated.
