The NESDB recommends that people whose important documents have been lost contact the local administrative organization to request a ‘disaster victim certificate.’ Meanwhile, Lamphun Province is continuously draining water and expects that all areas will be dry within 5 days. The 97% progress has been made in cleaning mud from houses in Chiang Rai.
Mr. Jirayu Huangsap, advisor to the Prime Minister and spokesman of the Operation Center for Flood, Storm and Landslide Relief Operations (OCR), revealed that the rehabilitation of flood-affected areas in Chiang Rai Province has been reported by the Department of Disaster Prevention and Mitigation (DDPM) with an overall progress of 97 percent. Outside of Chiang Rai Municipality, in all 6 sub-districts and 1,285 households, officials have cleaned the streets, houses, and collected garbage, all completed. In the Chiang Rai Municipality area, local and administrative officials are still cleaning the streets and houses of 40 more households out of a total of 82 househ
olds, which will be completed according to the target.
In Mae Sai District, Phase 2, the overall progress is 80 percent complete. The Hua Fai, Muang Daeng Tai, and Piyaporn communities have already cleaned up their houses for the people. The remaining areas are Muang Daeng, Mai Lung Khan, Koh Sai, and Sai Lom Joy. Personnel from the Ministry of Interior and the Ministry of Defense are still expediting the work.
As for the flood situation in Lamphun Province, Mr. Jirayu said that the overall water level has decreased in every area. Mr. Suphonwat Surakan, Director of the Lamphun Irrigation Project, reported that 60 percent of the water flowing into the main river has been drained, with 40 percent remaining. It is expected that it will take another 5 days for the situation to improve. He has worked with relevant agencies to survey waterways to quickly open waterways, install water pushers, and install additional water pumps at some points. The water pumps will not be removed from the area until the situation r
eturns to normal.
In the case of flooding, stagnant waste, and foul odor in some areas, today (13 October), the Lamphun Land Development Station, Department of Land Development, distributed fermented water and Super PD.6 accelerator, which is a microorganism that helps treat wastewater and eliminate foul odors, totaling 500 bottles and 500 packets, to flood victims in Villages 1, 2, and 4, Nong Chang Khuen Subdistrict, Mueang District, at the multipurpose building, Wat Nong Chang Khuen, along with instructions on how to use it.
‘Relevant agencies in the area should coordinate assistance for disaster victims with local administrative organizations (LAOs), kamnans, and village heads urgently by quickly pumping water out of flooded areas, treating wastewater, and removing weeds and obstacles in waterways. If it exceeds the capacity of the area, coordinate with the incident command centers at the district and provincial levels to coordinate assistance from relevant agencies,’ said Mr. Jirayu.

aid that for those affected by the disaster whose important documents were damaged or lost, whether it be an ID card, land title deed, certificate or important official document, they can contact to request a new one by requesting a ‘Certificate of Disaster Victims, Individual Type’ from the local administrative organization in the area first, then take the said certificate to proceed to request important documents in the next step more easily. The ‘Certificate of Disaster Victims, Individual Type’ is required to apply for compensation according to the government’s policy, both the lump sum compensation of 9,000 baht per household and the assistance for mud cleaning of 10,000 baht per house.
‘The 9,000 baht compensation per household is expected to be transferred to the accounts of the victims soon. As for the mud cleaning money, the municipalities/sub-district administrative organizations in each area will have to go to the area to survey before proceeding with the meeting process to consider and pay the vi
ctims. We emphasize to the victims to check the household information to see if it is included in the municipality’s survey to prevent names from being missed,’ said Mr. Jirayu.
As for the progress of the consideration of the payment of aid to flood victims in Chiang Mai Province, Mr. Jirayu said that he received a report from the 2nd meeting of the Chiang Mai Provincial Disaster Relief Committee (CPD Chiang Mai) that 2 districts had collected documents of households affected by the flood and sent them to the meeting for consideration and approval to request the aid: Fang District, 1,257 households, 11,313,000 baht, and San Sai District, 443 households, 3,987,000 baht. The total this time is 1,700 households, totaling 15,300,000 baht. From now on, the request documents will be sent to the Department of Disaster Prevention and Mitigation to enter the process of reviewing and considering the approval of the money from the government before disbursing the money directly into the people’s bank accounts. He confi
rmed that there was not a single flood victim who met the criteria. For the remaining districts, they will urgently survey, collect, and submit documents for the committee to consider as soon as possible, which will meet for consideration immediately, including public holidays. He emphasized that they must give importance and expedite assistance to the people as soon as possible.
