Thailand Reaffirms Sovereignty Amidst Cambodian Protests Over Territorial Dispute

Bangkok: The Royal Thai Army has addressed concerns raised by Cambodia regarding a territorial dispute, emphasizing that the contested area falls within Thai territory. This clarification comes in response to a formal protest by Cambodia, which challenges Thailand’s legal actions within the disputed region.

According to Thai News Agency, the Cambodian Ministry of Foreign Affairs issued a statement on September 20, 2015, protesting Thailand’s intent to apply domestic law to Cambodian citizens in Chok Chey and Prai Chan villages, located in Banteay Meanchey province. Cambodia accused Thailand of violating the United Nations Charter and a 2000 Memorandum of Understanding (MOU) on land boundary delimitation, urging Thailand to halt activities that could escalate tensions.

Major General Winthai Suvari, the Army spokesman, stated that Thailand is entitled to enforce its laws within its territory, a right recognized by all nations. He asserted that the area in question is not part of any bilateral territorial clai
ms and remains under Thai sovereignty, allowing for domestic law enforcement in accordance with state sovereignty principles.

The protest references Article 2(3) and 2(4) of the UN Charter, which advocate peaceful dispute resolution and prohibit the use of force against territorial integrity. The Thai Army, however, accuses Cambodia of violating these principles by inciting violence and encroaching on Thai territory with armed forces and landmines, despite a standing ceasefire agreement.

Thailand further accuses Cambodia of breaching the 2000 MOU and neglecting the Joint Boundary Commission’s mandate by allowing unauthorized construction within the disputed area. Despite Thailand’s repeated protests, Cambodia has reportedly shown indifference and failed to address these concerns over the past two decades.

In response to Cambodia’s call for de-escalation, Thailand claims that Cambodia has supported public disturbances and aggression against Thai police within Thai territory, resulting in multiple injuries.
