Bangkok: “Wan Nor” has clarified that there are no formal regulations requiring prime ministerial candidates to present their vision prior to the election.
According to Thai News Agency, Wan Muhammad Noor Matha, Speaker of the House of Representatives, emphasized that while candidates can choose to present their vision, it is not mandated by any regulation or the constitution.
Wan Nor highlighted that this lack of requirement contrasts with the selection process for the Speaker and Deputy Speakers of the House, where candidates must present their visions before the election. He referenced the 2017 constitution, pointing out that previous candidates like General Prayut Chan-o-cha and Mr. Settha Thavisin did not present their visions due to their non-parliamentary status, while Mr. Pita Limjaroenrat was an exception, having expressed his intention to do so upon nomination.
The Speaker further clarified that the upcoming parliamentary discussion would focus on the nomination of candidates and the reasoning behind their nominations, rather than their personal qualifications or issues. The in-depth discussion about a candidate’s policies and capabilities will occur when the elected prime minister presents their policy statement to Parliament.
On the matter of a change in government affecting the roles of the Speaker and Deputy Speaker, Wan Nor stated that a change in power does not impact these positions as they can only be vacated through resignation or incapacity to fulfill duties. This provision follows the constitution and is not influenced by the executive branch or any political party.
Wan Nor also recounted his experience as House Speaker during a government transition in 1997, when he maintained his position despite the Prime Ministerial Party switching sides. He noted that while he resigned from his party role to maintain neutrality, others in similar positions did not.
The vote for the new prime minister, scheduled for tomorrow, is anticipated to last around two hours due to the time required to call the names of the members.
