Bangkok: The National Broadcasting and Telecommunications Commission (NBTC) has introduced new regulations mandating drone registration prior to ownership, aiming to prevent their misuse in criminal activities.
According to Thai News Agency, Pol. Gen. Natthathorn Phuesunthon, NBTC director, together with representatives from various agencies such as the Technology Crime Suppression Division (TCSD), the Anti-Money Laundering Office (AMLO), and the Department of Special Investigation (DSI), convened a subcommittee to discuss enforcing telecommunications technology crime laws. The subcommittee focused on managing radio communication equipment for drones to prevent their illegal use in inner-city areas, which poses a national security risk. They also examined procedures for modifying remote-controlled aircraft to function like drones.
Pol. Gen. Nattathorn emphasized the need to improve drone purchase control guidelines. Sellers are prohibited from delivering drones immediately; buyers must register their purcha
se with the NBTC before collecting their drones. This measure addresses the unrest along the Thai-Cambodian border, where drones have disrupted military operations. By registering drones, authorities can identify true owners through serial numbers, controlling illegal drone activities and enhancing national security. Modifications to remote-controlled aircraft also require registration if they resemble drones, with penalties for unlicensed use as per the Radio Communications Act of 1955.
Additionally, the subcommittee is considering measures to regulate prepaid SIM cards. Instances of overcharged SIM cards and large refund requests have raised suspicions of illegal activities, including money laundering. The subcommittee discussed prevention strategies with law enforcement agencies, proposing the suspension of suspicious refunds and shifting to electronic refund processes to facilitate investigations into potential criminal activities.
