Bangkok: Secretary-General of the Council of State, Mr. Pakorn Nilpraphun, has voiced criticism against individuals discussing Cabinet matters outside the country. He emphasized that the law should focus on principles rather than results, noting that a recent Facebook post of his was meant for friends only.
According to Thai News Agency, Mr. Pakorn addressed a recent controversy surrounding his legal opinion given in a Cabinet meeting, where he stated that the acting Prime Minister does not have the authority to dissolve parliament. He clarified that his comments were intended for a special Cabinet meeting and were not meant to be explanatory, as they could lead to misunderstandings. Mr. Pakorn expressed disapproval of those who shared information from the Cabinet meeting publicly, stating it was inappropriate.
When questioned by reporters about any disagreements during the meeting, Mr. Pakorn deferred to the Cabinet secretary for answers, emphasizing that Cabinet discussions should remain confidential. He criticized two specific actions: the individual who disclosed Cabinet discussions and the private Facebook post that was shared publicly. He intended for his post to be a private exchange with friends but acknowledged that it was now public, urging for such incidents not to recur in the future.
Addressing the legal perspective debate, Mr. Pakorn clarified that it is not about differing viewpoints, but about adhering to principles. He stressed the importance of explaining the origin and implications of the law, rather than providing conclusions and then justifying them. He reiterated that explaining the law should be principled and factual.
In conclusion, Mr. Pakorn humorously remarked to the media, “Today I’m a bit fierce,” and smiled, lightening the atmosphere at the end of the interview.
